Setup of basic LHC Optics

The MADinputLHC package makes available MADinput objects for working with the LHC optics.

Choose the optics version and include the aperture assignment files hand-made by T. Risselada so that we get them in the LHCtwiss function as a reference.  Later we will have to remove these of course when we build other apertures.

Evaluate the following to ensure that the basic optics has been calculated.  This also allows us to get lists of element names before any of the beam screen or vacuum markers has been installed ?).
