Basic optics version and configuration from database

Ensure enough accuracy in TFS tables (may be important for matching conditions):

A reference optics to start from: use injection optics with collision beams, i.e., situation before squeeze.

But switch off all the bumps so that we get the optics functions for matching in a completely flat optics.
